近日，服装品牌H&M发布了一份声明，H&M集团表示，我们不与位于新疆的任何服装制造工厂合作，也不从该地区采购产品/原材料。

We do not work with any garment manufacturing factories located in Xinjiang Uighur Autonomous Region（简称XUAR）, and we do not source products from this region.

H&M声明称，新疆是中国最大的棉花种植区，到目前为止，我们的供应商从该地区与“更好的棉花计划”（BCI）相关的农场采购棉花。但是，由于在该地区进行可信的尽职调查变得越来越困难，BCI已决定暂停在新疆发放BCI棉花许可证。这意味着我们产品所需要的棉花将不再从新疆获得。

XUAR is China’s largest cotton growing area, and up until now, our suppliers have sourced cotton from farms connected to Better Cotton Initiative (BCI) in the region. As it has become increasingly difficult to conduct credible due diligence in the region, BCI has decided to suspend licensing of BCI cotton in XUAR. This means that cotton for our production will no longer be sourced from there.

这份声明意在指责新疆棉花是强迫维族人去采摘的，是剥削行为，因此H&M拒绝使用新疆棉花，即作为一家产品遍及全球的服装快消品牌，H&M的任何产品里都不会再有一丝一毫来自新疆的棉花。

那么，是谁给了BCI在涉疆问题上说谎的底气？在BCI官网底部的赞助机构中，我们不难发现美国国际开发署（USAID）赫然在列。据悉，BCI从2016年起开始获得来自USAID的赞助。

美国国际开发署（United States Agency for International Development缩写：USAID），是承担美国大部分对外非军事援助的联邦政府机构。USAID隶属美国政府，且国际声誉较差，其在全球各地资助反对派、贿赂官员、“带节奏”煽动民众的新闻屡见不鲜，特别擅长通过资助各种非政府组织影响市场规则、干涉别国政治。
